This plan is set to enable luxemburg to be powered 100 percent by renewable energy technologies. Policy makers in luxemburg are pondering plans to reach a 100 percent clean energy economy by 2050. Luxemburg's ministry of economy has endorsed proposals put together by a team under the leadership of a renowned American advisor Jeremy Rifkin. One of the authors of the plan has said that 300 people had collaborated on the plan. He has said if the estimates of enabling luxemburg to be powered 100 percent by renewable energies is true than it will require a cumulative investment approximately equal to one year's GDP over the next 34 years. This plan makes four specific proposals: upping building efficiency, finding cleaner alternatives to oil, covering upto 70 percent of all consumption through renewable resources, and decreasing the share of imports. This will enable every business, neighborhood and homeowner to become a producer of electricity. Luxemburg is slated to spend around 2.2 billion dollars on energy this year. Skip laitner an energy research economist has calculated that a mix of policies and price could result in 30 percent reduction in energy requirements helping boost economic growth and job creation.

Wind power energy are eagerly wanting to participate in the provinces first auction for renewable power. Industry representatives have said that this move is exactly what is required for a kickstart to a new wave of wind power development in the province. Wind power projects have high-up front capital costs and the electricity projects are currently low which means the developers have hesitant to move ahead with projects. The "renewable energy credit" mechanism will pay the difference between the bidders cost of production and the pool price for electricity. The Alberta governments commitment to the procurement of 5,000 MW of new renewables says that it will result in $10.5 billion of private sector investment into the economy. The goal overall is to meet the target of 30 percent of electricity coming from renewable energy by 2030.
This museum of energy and technology will be built with public and private funds. The federal electricity commission has proposed to build a new National museum of energy and technology on the grounds of a 45- year old Technological museum in Mexico city's Chapultepec Forest. This multibillion cultural center wants to address what deficiency is seen in many fields that are related to science and technology. The things that are going to be included in this institute of energy are a library, research laboratories, a 700-seat seat auditorium and a 800 person multiple use hall. The main three-level building and a life size reproduction of a train station called Ozumba are going to be preserved. The estimated cost of the facility is 4.8 billion pesos, 62 percent is to be provided by private investors. The remaining is to be provided by National Infrastructure Fund. An additional 4.1 billion pesos will be invested that will finance the facilities expenses and the maintenance for 20 years. One of the goals of the museum is to encourage children and teenagers to science, energy and technology, and another is to promote professional vocations that Mexico needs to develop its energy resources. This project is an attempt to bring the youths closer to energy science and technology and Inorder for them to identify their energy consumption needs. The expectations for the number of people to be attracted to his new museum is about 1.9 million people a year. The new museum is also expected to recieve the platinum certification granted by the leadership in Energy and Environmental design of the United States Green Building Council.
Dr David Reiner, a senior lecturer in technology policy said that it's important to see both sides of the impact of energy technology because it is at the heart of the climate change debate. Dr Reiner has claimed that if his research is useful to both large energy companies such as shell and campaign groups such as Greenpace and friends of the earth than he is doin his job. Reiner is a professional in regulatory design, environmental policy and understanding public acceptability of energy technology including environmental policy. Some of his work includes the understanding of new technologies and why some are more successful than others in persuading people to accept them. Dr Reiner has said that he became an academic by accident. Energy had always played an important part in his life, Although passionate about politics and history he chose to study as an undergraduate in Canada. He is now an assistant director of the Energy Policy Research Group based on the Cambridge Judge business School and he still continues to be fascinated by the balance between science and politics. It is said to be challenging since politicians will say that there are two legitimate sides to an argument and whereas science looks for the right answers. It is said to be ironical that scientists have a subtle understanding of the complex issues within their circle of interest and they do not doubt the desired direction of progress and on the other hand for politicians there is inherity complexity and ambiguity to decision making which makes politics all about doubt. Recognizing the challenges that come with climate change, Reiner's own solution would be to tax carbon emissions a lot more than we do today. He is not a tub thumping environmentalist so he says that we have to find a way that is both politically and personally acceptable Inorder for us to confront the challenges of climate change.

The DOE and OTT is seeking proposals to bring new energy technologies to market, in a bid to foster innovation and commercialisation in the power sector. This year the TCF has been infused with $20m from across the department. The TCF is expected to fortify the government's attempt to foster lab-industry partnerships, where funds will be matched by private partners to incorporate energy technologies into commercial purposes.About 17 of the DOE affiliated national laboratories are expected to submit their proposals this year, which will be reveiwed by DOE personnel and independent evaluators.
The minister responsible for Germany's ambitious energiewende, or energy transition, from coal and nuclear to renewable energy says that it's clear that solar and wind have won the technology race.In Abu Dhabi the special minister of state said renewable energies were becoming cheaper and cheaper and that they were taking over. Hydro ha drisen incrementally from 4 percent to 4.1 percent, and showed no possibility of further increase so there are two clear winners, and they are solar and wind.
President Obama released the final budget, staking out a path to meet our country's greatest challenges not just for the year ahead, but for the decades that are yet too come. The budget proposes investments to accelerate the pace of american innovation, so that jobs can be created by us, future economy will be built and our nations greatest challenges can be tackled. The president said that more clean energy R&D will help the private sector create jobs faster, lower the cost of clean energy, help clean, renewable power outcompete dirty fuels in every state. American consumers already have benefitted tremenduously from government investments in clean energy R&D and electric vehicles falling rapidly in just the past few years
The oil industry and it's friends want to get rid of the restrictions on the export of crude oil which were established 40 years ago during the energy crisis. The environmental community vigorously asserts that allowing more exports would increase oil production, open sensitive offshore waters to drilling and increase the carbon emissions responsible for climate change. Republicans care little about climate change and are compromising with Mr. Obama.
